Abstract:	The essence of teacher development in the popularization stage of higher education is to reconstruct the academic production relations through institutional innovation and liberate the educational productive forces. It will be the key strategic choice for teachers to stimulate the driving force of their development, build the whole chain quality assurance system through institutional innovation, and continuously improve the professional quality of teachers in universities to break through the development bottleneck and improve the quality and efficiency.
